EXECUTIVE SUMMARY OF THE USA STUDY TOUR  : 8 - 18 MAY

The office of the Secretary to the Legislature initiated a fact finding mission on issues of IT Strategy, capacity building and linkages 
with other Legislatures. This gave rise to a study tour in USA in the States of Wisconsin, Colorado and Texas. Much of the successes of the 
trip has been made possible with the help of Ms Kathy Brennan-Wiggins, the National Conference of State Legislatures (NCSL) (USA), Don 
Schneider, Senate Chief Clerk, Wisconsin State, and Dr Joshua Hill of Texas Southern University in Texas, USA .We pay tribute, too, to the 
many men and women of South Africa and the United States who worked behind the scenes and gave of their time and energy to make this study 
tour such a rich learning experience.

A delegation of seven members of the Eastern Cape Provincial Legislature was selected comprising of three MPLs and four officials and they 
are:

(a) Honourable Mkangeli Matomela: The Speaker of the Legislature
 (b) Honourable Alfred Mtsi: Deputy Chief Whip - African National Congress
 (c) Honourable Neela Hoosain: Deputy Chairperson of Committees.
 (d) Mr Mzwanele Yawa: The Secretary to the Legislature
 (e) Mr Bonga Qunta: Chief Financial Officer
 (f) Mr Vuyani Mapolisa: Director, Organisational Efficiency and Special Programmes
(g) Ms Charmaine Estment: Deputy Director, Organisational Efficiency and Special Programmes.

This mission was of such success that Declarations of Intent were entered into and the delegation received numerous Proclamations, these 
being the USAs way of honoring special visitors and high-level delegations. Profound interest in the Eastern Cape was expressed by the 
business community in USA as well as by individual citizens. From our discussions with them, these groupings have been inspired to come and 
visit the Province, while other companies have expressed determination to invest not only in our IT but Education (IT) in the Province.

These are set our below.

The achievements of this trip, in summary, are based on and founded in the agreement of co-operation that has been reached with the 
Wisconsin State, Colorado Governors Office of Innovation and Technology, National Conference of State Legislatures, Texas State, The City 
of Houston, Texas Southern University, Compaq Computers, stakeholders of the Ministerial Conference in Community Development and Houston 
Chamber of Commerce.Objectives and fruitful discussions/project planning that the delegation has had and is having with key influential 
individuals have potential for enormous opportunities for the Eastern Cape Provincial Legislature,

 (b) Mr Steve Freese, Speaker Pro Tempore of the Wisconsin Legislature.
 (c) Ms Sheila Jackson Lee - Member of Congress, Washington.
 (d) Ambassador Retired: Ms Cynthia Shepard Perry
 (e)  Mr Kollaer, President and CEO of Greater Houston Partnerships and Chamber of Commerce.
 (f) Ms Helen Giddings, State Representative, Texas.
 (g) Mr Lee Brown - Executive Mayor of Houston.
 (h)  Dr Henry Cuellar, Secretary of State, Texas.
 (i)  Mr Jim Weynand, Vice President of Government and Education Market, Compaq.

These achievements are outlined in the report accompanied by  The Way Forward as well as the follow-up consolidation program.
